Proposal software for UK sales teams: five products and how to assess them
Proposify, PandaDoc, Qwilr, Better Proposals and Oneflow: what UK sales teams should check on British English, GBP price books, approvals, e-signature and data rules
What to take away
- E-signatures are valid for most commercial contracts in England and Wales. The real test is audit trails and signer identity.
- Proposal software pays for itself when it removes manual steps: templates, approvals, sending, chasing and storage.
- Proposify, PandaDoc, Qwilr, Better Proposals and Oneflow are five products to compare. Check British English defaults and GBP price books before a demo.
- Prospect details held inside templates are personal data. Check retention and access controls.
Why UK sales teams shortlist proposal software
Proposal software assembles quotes, contracts and statements of work from reusable content. It then routes them for signature. Wikipedia's entry on proposal software describes tools that build, send and track sales documents. In most UK teams it sits between the CRM and the e-signature provider rather than replacing either.
The commercial case is time. A rep rebuilding a quote, chasing a discount and emailing a PDF loses hours each week. Software earns its keep when it removes those handoffs and logs changes.
Which products UK teams should compare
No single tool wins for every sales team. Score each product on your own deal sizes, approval rules and data rules.
- Proposifytemplate-led proposals with approval steps and e-signature. Public plans are per user. Ask for a GBP quote.
- PandaDoccontent library, e-signature and approval workflows. Per-seat pricing. Confirm UK data storage and retention controls.
- Qwilrweb-page style proposals. Integrates with HubSpot and Salesforce. Per-user pricing.
- Better ProposalsUK-focused tool with templates, e-signature and payment requests. Suits small and mid-sized teams.
- Oneflowcontract automation with approval flows and e-signature. Suits teams needing version control across sales and legal.
What UK e-signature law actually requires
In England and Wales, e-signatures can validly execute most commercial documents. The Law Commission's 2019 report on the electronic execution of documents confirmed that position.
An ordinary commercial contract does not need a qualified electronic signature.
Two exceptions matter. Deeds still need a witness. Scotland has its own rules under the Requirements of Writing (Scotland) Act 1995.
Ask vendors how they capture signer identity, time stamps and the audit trail. Those records, not the click itself, are what you rely on if a signature is disputed. Each product above publishes audit trail or evidence features, so check the export before you buy.
What to test in a demo
Score each vendor on the points below, then ask for a sandbox that mirrors your own price book and approval thresholds.

- GBP price booksVAT and volume bands
- Approval workflowroute by deal size

Why it matters in the UK
- British English templates
- American spellings in a customer contract look careless
- GBP price books
- Conversion errors hit margin
- Approval workflow
- Discounts above a threshold need sign-off
- E-signature evidence
- The audit trail is used if a signature is disputed
- Data retention
- Prospect details in templates are personal data
Ask the vendor
- British English templates
- Can we edit and lock template defaults?
- GBP price books
- Do price books hold GBP and VAT treatment?
- Approval workflow
- Can approvals route by deal size or margin?
- E-signature evidence
- What evidence pack can you export?
- Data retention
- Where is data stored, and for how long?
Test with a real deal rather than a canned demo: a discount needing approval, then a signature request you can inspect afterwards.
Build a proposal approval workflow in four steps
Approval rules only work if they match your wider sales playbook template, which names the owner of each stage.
Four-step approval workflow
- Set discount thresholds in writing
- Map routerep, manager, legal
- Lock clauses carrying legal risk
- Log outcome with reason codes
Build a proposal approval workflow
- Set thresholds in writing. A manager signs off anything above a fixed discount, and the rule lives in the tool.
- Map the route. A rep drafts, a manager approves pricing, and legal reviews non-standard terms.
- Protect the document. Lock clauses that carry legal risk so reps cannot edit them in the final send.
- Log the outcome. Won, lost or stalled, reason codes feed forecasting and show which templates need rewriting.
British English templates and GBP pricing
Ask for a template library you can edit. Vendors often ship US letter page sizes, American spellings and dollar price lists. Rebuilding those costs the first month of a licence.

- UK GDPR framework
Personalisation should draw on fields you already hold, such as sector, headcount band and the products the prospect asked about. If reps rewrite every quote, a personalise sales content process saves more time than another licence.
Price books should show GBP, VAT treatment and volume bands. Where prospect details sit inside templates, the Data Protection Act 2018 sets the framework. The ICO's UK GDPR guidance covers lawful basis, retention and subject access.
Common questions
Do e-signatures hold up for contracts in England and Wales?
Usually, yes. For most commercial contracts in England and Wales, an electronic signature validly executes the document if you can show who signed and when. Deeds and some Scottish documents are the exceptions.
What should we look for in a proposal approval workflow?
Thresholds, owners and evidence. The tool should route a discount above your limit to a named approver and keep a version history. Manual email approval is what you are trying to replace.
Can we use our existing sales proposal templates in the new tool?
Often only after cleanup. Most tools import Word or Google Docs files, but check pagination, fonts and clause numbering. A short audit before migration stops old prices going out.
How is proposal software priced in the UK?
Vendors charge per seat, per sender or per document, and quotes come in GBP or USD. Ask for a GBP quote with VAT stated, then compare annual cost per rep against hours saved.
